A major regulatory transition is affecting domestic electricians. As of December 31, 2025, the qualification pathways accepted for ECS Gold Card renewal have been significantly narrowed.
What Changed
The following qualifications are no longer accepted as standalone routes to Gold Card renewal:
- Part P Building Regulations (standalone)
- City & Guilds 2392/2393 without NVQ
- 18th Edition or testing-only qualifications alone
Only NVQ-based pathways remain compliant for Gold Card eligibility.
The Accepted NVQ Routes
- NVQ 2346 — for experienced workers (5+ years)
- NVQ 2357 — the traditional training pathway
- NVQ 2347-03 — the domestic specialist qualification
The Domestic Installer Package
The revised Domestic Installer Course Package includes Level 2 Diploma, 18th Edition, Part P, Inspection & Testing (2391-52), and NVQ Level 3 Domestic Electrical Installer (2347-03).
Impact on Current Card Holders
Electricians holding Gold Cards based on now-obsolete pathways must transition to NVQ-based qualifications before their current card expires.
Government Funding
The UK government's Lifetime Skills Guarantee may fund upskilling for affected cardholders. Check eligibility through your local training provider.
